BPM-403 Non-University Use of Computing Facilities

Detailed are the principles and guidelines which govern the use of University computing facilities and services for other than University-funded activities.

All programs or projects involving the use of University computing facilities and services must be consistent with the University's primary missions of providing instruction, research and public service to the citizens of the state of Missouri.

Consistent with the University's policy of non-competition with private enterprise, use of University computing facilities and services may be permitted only for those services that are uniquely available from the University.

Only those uses which will not impede the University's ability to conduct its affairs may be permitted.

 

Permitted Use Under Cooperative Agreements

Where the University has entered into cooperative agreements with other institutions, businesses, or agencies for the conduct of programs of mutual interest, use of University computing facilities and services which is part of or incidental to such programs may be permitted. All such use is to be governed by the cooperative agreement and any other agreements as may be required.

 

Permitted Uses Not Part of Cooperative Agreements

University Staff

University employees conducting approved consultation activities may be permitted use of University computing facilities in conjunction with such activities, when approved in accordance with procedures established by the campus and the UM System.

 

University Students

Students of the University of Missouri may be permitted use of University computing facilities and services provided such use is reasonably associated with the academic program and goals of the student as determined by the appropriate academic department.

 

Government Agencies, Educational Institutions and Charitable or Not-For-Profit Organizations

Federal, state and local government agencies, other educational institutions and charitable or not-for-profit organizations may be permitted use of University computing facilities and services provided such use is consistent with the principles stated above and is approved in accordance with procedures established by the campus and UM System.

Approvals Required

In addition to the approvals specified above, each request for non-University use of computing facilities and services must be approved by the director of the local computing center or by a designated representative from that facility.

When the estimated total billable services for the fiscal year is $1,000 or more, the request must also be approved by the UM Vice President Information Systems or by a designated representative from that office.

Any exceptions to this policy must be approved by the Vice President for Finance and Administration.

 

Service Charges

A service charge will be made for all use of University computing facilities and services in accordance with the official computer service rates in effect at the time.
