Sponsored Programs Administration - General Information

Sponsored Programs Administration (SPA) is responsible for the fiscal administration of externally funded projects including grants, contracts, and special projects.

 Fiscal administration includes:

  • executing and managing letter of credit draws and federal appropriations to minimize the cash position of the University of Missouri
  • working with external auditors who perform the annual federal A-133 audit
  • facilitate Sponsored Program Offices with effort reporting and produce monthly and semi-annual effort reports
  • assess risk and monitor compliance on subrecipients receiving federal funding, in compliance with OMB Circular A-133 audit requirements
  • conduct reviews on contracts to ensure compliance with OMB Circular A-133 compliance requirements 
  • prepare analysis and negotiate a competitive facilities and administrative (F&A) rate for the University of Missouri
  • prepare the Federal Financial Report (FFR) 272 on a quarterly basis for each sponsored program office, federal award and sponsor that are applicable to FFR 272 reporting
  • reconcile each sponsor (i.e. Department of Education) not required to report a FFR 272
  • for quarterly ARRA reporting, collaborate with sponsored programs offices, ensure accuracy and report to FederalReporting.gov
  • for the Federal Funding Accountability and Transparency Act (FFATA), review subrecipient procurement contracts and report on those that are applicable
  • develop and execute performance measures for the system and office of sponsored programs (pre-award, post award, and cash management)

Staff in SPA work closely with the campus Sponsored Programs Offices to ensure compliance with University policies and procedures, federal and state guidelines regarding grant and contract administration.
