Chapter 12: Information Systems

  1. Introduction
    1. The UM Facilities Planning and Development maintains the following databases:
      1. Facilities Inventory Database
      2. Contractor and Consultant Information Database
      3. Design Project Management Database [for FPD use]
    2. The Campus Construction Administrator maintains all other facilities management systems.
    3. UM Facilities Planning and Development will provide technical support and assistance to the campuses on the use of UM Facilities Planning and Development systems.
  2. Facilities Inventory: The Facilities Inventory incorporates information on all buildings owned or occupied by the University of Missouri. UM Facilities Planning and Development provides a core specification for the inventory based on UM, national and state reporting standards.
    1. UM Responsibility
      1. Coordinate and transmit updates to the Land and Building System (LABS) maintained by the State of Missouri Division of Design and Construction.
      2. Maintain Replacement Value Standards.
    2. Campus Responsibility
      1. Maintain facilities information in an electronic database accessible to UM Facilities Planning and Development.
    3. Replacement Value
      1. UM Facilities Planning and Development maintains replacement values of University buildings to assure appropriate insurance coverage and so that replacement value based resource planning and allocation is accurate. UM reviews and adjusts values annually to reflect current costs. UM’s insurance underwriters also review the values as part of UM’s risk management program.
      2. UM does not use any one formula to set replacement values, rather, several criteria are considered on a building by building basis including:
        1. The actual cost of the building.
        2. Cost data assembled from similar projects both within the UM and at other institutions, adjusted for differences in geographic location, gross square footage and other physical characteristics.
        3. Cost information databases.
      3. Replacement values reflect total project costs. This includes construction contracts, consulting fees, commissioning costs, management costs, advertising costs, and site development costs. Replacement values do not include movable equipment or moving cost.
      4. Care is taken to neither overstate nor understate replacement values to avoid over or under insuring UM facilities. Therefore, although it is desirable to replace office space currently in a conventional house with modern space, the reported replacement value would be that of a home only.
  3. Construction Information
    1. UM Responsibility None.
    2. Campus Responsibility
      1. Maintain appropriate information on construction projects, contractor and consultant payments, change orders, and contingency funds.
      2. Provide monthly construction project status and change order reports to UM Facilities Planning and Development.
