BASIC FUNCTION AND RESPONSIBILITY

The Chief Medical Information Officer provides strategic clinical leadership for the integration of technology into clinical practice to enhance patient care, improve clinical outcomes, and support operational efficiency. Serves as the primary liaison between medical staff and IT leadership, ensuring clinical perspectives are effectively represented in the development, implementation, and optimization of health information technologies. Oversees the deployment and use of the electronic health record (EHR) and other digital tools to support evidence-based care delivery, data security, interoperability, and compliance with healthcare regulations.

ESSENTIAL FUNCTIONS

Provides strategic leadership for the design and execution of digital health initiatives that align with organizational priorities and enhance patient-centered care.

Provides clinical leadership and executive oversight for digital governance, ensuring that health information technologies, data use, and digital innovation align with patient safety, clinical quality, regulatory obligations, and the organization's strategic objectives.

Oversees the implementation, optimization, and ongoing maintenance of the EHR system to meet clinical, operational, and regulatory requirements.

Utilizes clinical and operational data analytics to identify trends, support decision-making, and improve outcomes.

Integrates technology into daily clinical workflows by aligning digital solutions with clinical best practices and reducing documentation burden.

Ensures compliance with local, state, and federal healthcare regulations related to health IT, patient privacy, and cybersecurity.

Leads the development and delivery of training programs to support clinicians in the effective use of health IT tools and systems.

Acts as the primary liaison between clinical departments and IT leadership to translate clinical needs into system design and enhancements.

Participates in the evaluation, selection, and design of clinical information systems and health technology applications.

Anticipates emerging technologies and integration opportunities to support continuous improvement, enhance interoperability, and align with future care models.

May complete unit/department-specific duties as outlined in department documents.

KNOWLEDGE, SKILLS AND ABILITIES

Demonstrated experience leading health IT implementations, including EHR systems.

Significant knowledge of health informatics, clinical decision support, and quality improvement.

SUPERVISION RECEIVED

Supervision is received from the Chief Information Officer and Chief Medical Officer.

SUPERVISION EXERCISED

Administrative supervision may be exercised over teams in clinical informatics, physician informaticists, and related support staff.

REQUIRED QUALIFICATIONS

Medical degree from an accredited medical school, current licensure as a physician, board certification in an area of specialty, and current malpractice coverage.

Licensed or eligible to be licensed as a physician in the state of Missouri.

Five (5) years of experience in clinical practice and medical leadership.

PREFERRED QUALIFICATIONS

Master's degree in health informatics, public health, business administration, hospital administration, or a related field.

Certification in Clinical Informatics.

Leadership experience in a complex academic health system or large integrated delivery network.
