BASIC FUNCTION AND RESPONSIBILITY

The Chief Operating Officer (COO), CRMC is responsible for the day-to-day operations of Capital Region Medical Center and assigned areas of responsibility, including system level professional and support services for assigned physical locations.

In collaboration with the Health System Chief Operating Officer, the COO oversees day to day operations of Capital Region Medical Center and strategic initiatives as assigned.

The COO will be responsible for collaborating with the Health System COO for the development of MU Health Care strategy, enforcement of policies and procedures, ensuring the highest quality of care, and ensuring that all related federal, state, and local regulatory, compliance, quality, and patient safety standards are consistently met.

ESSENTIAL FUNCTIONS

As part of a triad leadership model of operational/administrative, nursing, and physician leadership, serves as the operational leader for the Capital Region Medical Center patient care operations.

Serves a critical leadership role for the Capital Region Medical Center, Cole County, and the surrounding market as a key external-facing executive for MU Health Care.

Establishes and develops effective working relationships with community partners, MU Health Care staff, and Leaders to affect change for successful operations.

Directs and coordinates daily operations for operational teams, including but not limited to facilities management, support services, service lines, perioperative services, and ancillary services.

Develops relationships with system leaders in the matrixed model to ensure alignment with organizational priorities and representation of the Capital Region Medical Center market needs.

Participates in the development of and implements operational strategies to achieve hospital objectives, ensuring alignment with the larger hospital network's goals and policies.

Manages and allocates resources effectively, including delegated duties of budgetary oversight, to optimize the hospital's operational efficiency. Responsible for the P&L of the inpatient operations of the Capital Region Medical Center location.

Collaborates with department heads to ensure adequate staffing levels and resource utilization in line with demands.

Ensures that the facility complies with regulatory standards, accreditation standards, and best practices in healthcare.

Participates in the implementation of and monitors quality assurance programs to uphold the highest standards of patient care and safety.

Monitors vendor performance and ensures adherence to agreed-upon service levels as appropriate.

Assists with the development and maintenance of emergency response plans, coordinating with relevant departments to ensure the hospital's readiness for emergencies and disasters.

Fosters a culture of teamwork, open communication, and collaboration among staff and departments.

Acts as a liaison between the assigned location and the central hospital administration, facilitating information flow and problem-solving.

Identifies areas for operational improvement and implements process enhancements to streamline workflows and enhance overall efficiency.

Analyzes data and performance metrics to make data-driven decisions.

Establishes and develops effective working relationships with community partners, MU Health Care staff, and Leaders to effect change for successful operations.

Effectively manages organizational change through a well-communicated vision and mission, as well as clear and articulate assignments and expectations of others.

Maintains accessibility and visibility to all customers, including patients, physicians, and employees.

Leads a culture of safety through proactive risk mitigation and continuous quality improvement, taking measures to routinely evaluate regulatory readiness. Monitors and analyzes safety and performance metrics to identify trends and implement corrective actions for staff and/or patients as appropriate.

May complete unit/department-specific duties as outlined in department documents.

KNOWLEDGE, SKILLS AND ABILITIES

Defines and executes system-wide strategies to advance the mission, health equity, and patient-centered care.

Leads multi-campus operations with alignment across clinical, academic, and administrative domains to ensure cohesive execution.

SUPERVISION RECEIVED

Supervision is received from the Health System Chief Operating Officer.

SUPERVISION EXERCISED

Supervision is exercised over all operational areas, utilizing leadership influence without direct line authority. May lead project management staff and exert influence across many staff and departments to create change and achieve results.

REQUIRED QUALIFICATIONS

Master's degree in health administration, business administration, or a related area including but not limited to a clinical field such as nursing, medicine, pharmacy, or laboratory science.

Ten (10) years of experience in an operational role in a healthcare setting.

PREFERRED QUALIFICATIONS

Experience in a clinic or a hospital setting.

Additional license/certification requirements as determined by the hiring department.
