BASIC FUNCTION AND RESPONSIBILITY

The Manager, Contingent Workforce, provides centralized oversight, strategy, and coordination for all contingent workforce operations across MU Health Care. This role serves as the subject matter expert and central liaison for internal departments, external staffing vendors, and the managed service provider. Responsible for managing contingent labor spend, contract compliance, and ensuring appropriate utilization of contingent staff, the Manager establishes system-wide policies and procedures that promote operational excellence, fiscal responsibility, and regulatory compliance in the use of contingent labor.

ESSENTIAL FUNCTIONS

Develops and implements policies, procedures, and strategies for the effective management of contingent workforce programs across MU Health Care.

Coordinates with internal stakeholders, including department leaders, Human Resources, Finance, Compliance, Regulatory, CED, and Shared Services, to ensure appropriate usage, onboarding, education, and oversight of contingent staff.

Serves as the primary liaison to the managed service provider and all contracted vendors providing contingent labor, overseeing service delivery, performance expectations, and adherence to contract terms.

Reviews and negotiates contingent workforce contracts in collaboration with Supply Chain and Legal to ensure alignment with organizational goals, operational requirements, and cost controls.

Monitors weekly contingent labor spend and staffing levels, identifying trends, inefficiencies, and opportunities for savings or process improvements.

Tracks compliance with regulatory and internal policies, including training, background checks, and credentialing requirements, in partnership with relevant internal departments.

Leads workforce forecasting efforts for contingent needs in collaboration with department managers and HR partners.

Facilitates internal education and communications to ensure departments understand and adhere to contingent workforce policies and procedures.

Supports internal audits, vendor performance reviews, and continuous improvement initiatives related to the contingent workforce program.

Collaborates with external partners and internal leaders to maintain up-to-date knowledge of market trends, regulations, and best practices in contingent labor management.

Collaborates with Employee Relations to oversee and coordinate the light-duty program for staff, ensuring alignment with organizational policy and individual work restrictions.

Supports departmental leaders in identifying appropriate modified duty assignments in compliance with medical limitations and operational needs.

Tracks participation and outcomes of light-duty assignments, maintaining documentation and ensuring timely communication between Employee Relations, departmental leadership, Staff Health, and participants.

Provides oversight and guidance to support staff assigned to support the contingent workforce program.

Leads a culture of safety through proactive risk mitigation and continuous quality improvement, taking measures to evaluate regulatory readiness routinely. Monitors and analyzes safety and performance metrics to identify trends and implement corrective actions for staff and/or patients as appropriate.

Manages the development, coordination, and maintenance of daily staffing schedules to ensure the appropriate level of coverage and continuity of care.

Monitors and oversees time and attendance in alignment with MU Health Care policies and practices, ensuring accuracy of records and timely approval for payroll purposes.

Supervision is received from the Director, Workforce Strategy and Operations.

SUPERVISION EXERCISED

Supervision is exercised over the contingent workforce support staff.

REQUIRED QUALIFICATIONS

Bachelor's degree in business, human resources, healthcare administration, or a related clinical field.

Five (5) years of leadership, nursing, or contingent workforce experience.

PREFERRED QUALIFICATIONS

Experience managing large-scale contingent labor programs or vendor partnerships strongly preferred.

Additional license/certification requirements as determined by the hiring department.
