International collaboration is an important part of the University's research, education and service missions. As a public, land-grant University, we value partnerships and collaborations that advance research, innovation and the exchange of knowledge.

At the same time, federal agencies and research sponsors increasingly require transparency regarding certain foreign relationships, activities and sources of support. Understanding and meeting these requirements helps protect the integrity of research, maintain eligibility for funding and ensure compliance with university, sponsor and federal expectations.

The University is committed to supporting responsible international engagement while helping researchers navigate applicable disclosure requirements and research security obligations.

Malign Foreign Talent Recruitment

Federal agencies cannot award research funding to individuals participating in a malign foreign talent recruitment program. To support compliance with federal requirements, the University of Missouri prohibits participation in malign foreign talent recruitment programs for all employees under Collected Rules and Regulations, Section 330.120: Malign Foreign Talent Recruitment Program.

Individuals currently participating in a malign foreign talent recruitment program are not eligible to serve as a senior/key person on National Science Foundation (NSF) proposals or awards issued on or after March 25, 2024. Certification related to malign foreign talent recruitment program participation will be included in the electronic proposal signature routing sheet (ePSRS). Grant support personnel can provide additional information regarding this requirement.
