Senate Agrees to New Rules:
This week, Senate Democrats continued to filibuster Governor Kehoe’s Gubernatorial Appointments. In an effort to end the filibuster, Republicans and Democrats came together and agreed to change the rules of the Senate. The new rules require bills to lay on the table (not have any action) for 24 hours after returning from the House and to require 18 (previously 10) signatures for the motion to move the previous question.
Attorney General Hanaway Sues MSHSAA:
This week, Attorney General Catherine Hanaway filed a lawsuit against MSHSAA alleging that MSHSAA has discriminated against candidates for leadership positions based on sex and race. MSHSAA replied to the suit here. This comes after a whistleblower sent a report to State Auditor Scott Fitzpatrick in November alleging the discrimination occurred. Multiple Senators and House members have filed legislation to require the governor to appoint a board to oversee MSHSAA.
January 2026 Revenue Report:
State Budget Director Dan Haug reported that net general revenue collections for January 2026 totaled $1.20 billion, a 7.6% decrease compared to January 2025. Despite the monthly decline, fiscal year-to-date collections remain positive, totaling $7.53 billion, an increase of 1.4% over the same period last year.
House and Senate Approve their First Bills:
The House and Senate approved their first bills this week. The following bills can go to the Senate:
HB1694: Establishes the “Act Against Abusive Website Access Litigation” (Passed 149-0)
HB1667: Creates the “Born-Alive Abortion Survivors Protection Act” (Passed 103-40)
The following bills need one more vote before going to the Senate:

HB2375: Workers’ Compensation
HB2273: Protection of children and vulnerable persons
HB1757: School district testing procedures for gifted students
The Senate approved one bill to go to the House:
SB937 relating to the conveyance of certain state property (Passed 31-1)

Several bills were heard in House and Senate Committees this week, including:

340B: Several bills relating to the 340B pharmaceutical program were heard in the House and Senate. The Senate Families, Seniors & Health Committee heard SB1178 and SB1213, which would require increased reporting and data collection from health care entities receiving 340B benefits. In contrast, the House Health & Mental Health Committee voted out HB2372, which would enhance 340B protections specifically for federally qualified health centers (FQHCs).

Video Lottery Terminals: A bill to legalize and regulate video lottery terminals (VLTs) was voted out of the House Legislative Rules Committee Wednesday evening by a vote of 6-5 (HB2989). Read more.
