Weekly Update - 3/27/2026

Missouri House Update: 

The House powered through a major annual legislative milestone this week, perfecting (Tuesday) and third reading all 12 operating budget bills (Thursday). With the full budget package now in the Senate’s hands, attention shifts across the building as the Senate Appropriations Committee begins shaping its version of the budget. Expect changes—and negotiations (eventually)—to ramp up quickly in the coming weeks. 

While the operating budget heads to the Senate, House lawmakers didn’t slow down as the Budget Committee turned its focus to capital improvement and ARPA funding bills on Thursday. 


Missouri Senate Update: 

It was a fast-paced and productive week in the Senate, marked by the perfection (and third read as noted below) of a wide range of legislation spanning multiple policy areas. See below: 

  • SB 905 (Gregory 15) Modifies language relating to school protection officers and creates Missouri Rangers training program 

  • SB 1066 (Brown 26) Modifies provisions relating to the classification of certain residential real property (third read) 

  • SB 834 (Crawford) Modifies provisions relating to mortgage modifications (third read) 

  • SB 1119 (Trent) Creates procedures for the appointment of commissioners to a convention called under Article V of the U.S. Constitution (third read) 

  • SB 1328 (Lewis) Establishes every January as “Blood Donor Awareness Month” in Missouri (third read) 

  • SB 944 (May) Modifies the salary for the attorney of the sheriff of St. Louis City (third read) 

  • SB 1544 (Nurrenbern) Designates “Firefighter Paramedic Graham J Hoffman Memorial Highway” in Platte County (third read) 

  • SB 1629 (Fitzwater) Modifies provisions relating to underground facilities (third read) 

  • SB 1142 (Hudson) Modifies provisions relating to series limited liability companies (third read) 

  • SB 1383 (Washington) Authorizes the Department of Elementary and Secondary Education to establish an agricultural education program for elementary schools (third read) 

  • SB 907 (Hudson) Establishes the “Act Against Abusive Website Access Litigation” which establishes provisions relating to litigation alleging certain disability access violations (third read) 

  • SJR 87 (Carter) Modifies provisions relating to sheriffs (third read) 

  • SB 1421 (Schroer) Modifies provisions relating to the unlawful use of unmanned aircraft in certain areas (third read) 

  • SB 945 (May) Allows the circuit court of St. Louis City to collect a civil case filing fee of an amount not to exceed $20, rather than $15, for certain uses, including the maintenance of a law library (third read) 

  • SB 1015 (Nurrenbern) Creates provisions for involuntary outpatient treatment (third read) 

  • SB 1001 (Schnelting) Modifies provisions relating to real estate 

  • SB 959 (Roberts) Creates the Missouri Geospatial Advisory Council (third read) 

  • SB 1576 (Fitzwater) Establishes the Missouri Ireland Trade Commission 

  • SB 1534 (Nicola) Modifies provisions relating to the exclusion of certain transactions from sales tax (third read) 

  • SB 1572 (Henderson) Modifies provisions relating to members of the Board of Trustees of the Police Retirement System of St. Louis 

Momentum is clearly building in the upper chamber as priorities begin to take shape. 


Other News: 

Representative Sam Graves announced he will not be seeking reelection.
