Hierarchy of University Policies
In the hierarchy of University policies, the Collected Rules and Regulations is highest. It is a codification of policies formally approved by the Curators, and Guidelines and Executive Orders issued by the University President. The UM Business Policy Manual is an expansion of, or addition to, those policies dealing primarily with business and administrative policies.
The policies contained in this manual are applicable throughout the University. Campuses may choose to expand upon, or develop additional policies, or formally identify campus-specific procedures for their execution. Campuses may develop more restrictive policies, but may not exceed the authority contained in the UM Business Policy Manual. In case of any conflict among the Collected Rules and Regulations, the UM Business Policy Manual or campus manuals, the Collected Rules and Regulations shall be deemed controlling in all circumstances, with the UM Business Policy Manual taking precedence over campus manuals.
Responsibility
UM Real Estate and Business Services is responsible for the identification, preparation, revision and distribution of policies contained in the UM Business Policy Manual. New policies or policy revisions are submitted to UM Real Estate and Business Services by sponsoring departments, and changes are usually subject to the approval of the Administrative Management Council and/or the Vice President for Finance and Administration.

Distribution
- On-Line System
The primary distribution of the UM Business Policy Manual is through the on-line website: https://umsystem.edu/ums/policies/. Revisions or new policies are usually available online within one week of their approval.
- Hard-Copy
A limited number of hard copies are distributed to campus and System offices throughout the University where they may be used for reference by any faculty, staff, or student. Contact UM Real Estate and Business Services for the location of manuals at your campus. Hard copy updates are usually issued twice annually, when needed.
